Ever wonder how Skullkid brought the Winter season to the Mountain? He used the Ice Arrow to do it!
For this IAIM the Ice Arrow is hidden in the mountain smithy. When Skullkid returns for the Ice Arrow he mistakenly takes the Gilded Sword instead. The Smithy not knowing what to do just gives the Ice Arrow to the player instead.
Kept with the smithy the player will get it by mistake when trying to acquire their upgraded Gilded Sword.

The clues are meant to lead the player to this sign. Once they are here reading it should tell them the solution. The player needs to complete the Goron Race to get themselves some Gold Dust. Then they need to upgrade their sword at the Mountain Smithy.
